2013 Campus Safety and Security Survey

The information below provides context for the crime statistics reported as part of compliance with the Clery Act.

The procedures for preparing the annual disclosure of crime statistics include reporting statistics to the College community obtained from the following sources: the Evergreen Police Department (Evergreen PD), the Thurston County Sheriffs Office (TCSO), Tacoma Police Department and non-police officials (as defined below).  For statistical purposes, crime statistics reported to any of these sources are recorded in the calendar year the crime was reported. 

A written request for statistical information is made on an annual basis to all Campus Law Enforcement Authorities (as defined by federal law) and to all College Deans, Directors, and Department Heads.  Statistical information is requested and provided to Evergreen PD by the employees at the Counseling Center and the Student Health Center, even though they are not required by law to provide statistics for the compliance document.  Members of the Sexual Assault Response Team also provide statistics to Evergreen PD about cases they have dealt with why the victim chose not to report the incident to Evergreen PD, TCSO and/or Tacoma PD. 

All of the statistics are gathered, compiled, and reported to the College community via this brochure, which is published by Evergreen PD.   Evergreen PD submits the annual crime statistics published in this brochure to the Department of Education (ED).  The statistical information gathered by the Department of Education is available to the public through the ED website.

The Academic/Administrative building for the Tacoma Campus of The Evergreen State College resides in the City of Tacoma at 1210 6th Ave., Tacoma, WA 98405.  

Specific Information about Classifying Crime Statistics

The statistics in this brochure are published in accordance with the standards and guidelines used by the FBI Uniform Crime Reporting Handbook and the relevant federal law (the Clery Act). The number of victims involved in a particular incident is indicated in the statistics column for the following crime classifications: Murder/Non-Negligent Manslaughter, Negligent Manslaughter, Forcible and Non-Forcible Sex Offenses, and Aggravated Assault. For example, if an aggravated assault occurs and there are three victims, this would be counted as three aggravated assaults in the crime statistics chart.

The number reflected in the statistics for the following crime categories includes one offense per distinct operation: Robbery, Burglary, Larceny, Vandalism, and Arson. For example, if five students are walking across campus together and they are robbed, this would count as one instance of robbery in the crime statistics chart.  In cases of Motor Vehicle Theft, each vehicle stolen is counted as a statistic.  Statistics involving Liquor Law, Drug Law, and Illegal Weapons violations include arrests as well as disciplinary actions, in which the Student Affairs representative referred individuals to the Grievance Officer for disciplinary action for violations of these specific laws.

The statistics in the Hate Crime charts are separated by category of prejudice.  The numbers for most of the specific crime categories are part of the overall statistics reported for each year.  The only exceptions to this are the addition of Simple Assault, Intimidation, and any other crime that involves bodily injury that is not already included in the required reporting categories. 

If a hate crime occurs where there is an incident involving Intimidation, Vandalism, Larceny, Simple Assault or other bodily injury, the law requires that the statistic be reported as a hate crime even though there is no requirement to report the crime classification in any other area of the compliance document. 

Note: A hate or bias related crime is not a separate, distinct crime, but is the commission of a criminal offense which was motivated by the offender’s bias.  For example, a subject assaults a victim, which is a crime.  If the facts of the case indicate that the offender was motivated to commit the offense because of his/her bias against the victim’s race, sexual orientation, etc., the assault is then also classified as a hate/bias crime.

Specific Information about the Crime Statistics Reported by Evergreen PD

The column “Reported to Evergreen PD” includes crime statistics from incidents that were reported to Evergreen PD.  If an incident was reported to both Evergreen PD and TCSO, the statistics would be counted under the “Reported to Evergreen PD” column.  The column “Reported to TCSO” includes crime statistics from incidents that were reported to TCSO but NOT reported to Evergreen PD.  These incidents could have occurred in or on campus property, off campus property or public property, as defined in the Appendix.

The crime statistics provided by TCSO are provided based on the crime definitions in the RCW’S, not based on the Uniformed Crime Reporting Program (UCR)/National Incident Based Reporting System (NIBRS), as required by the federal law.  The column “Reported to Non-Police” includes crime statistics from incidents reported to Sexual Assault Response Team members or from officials at the institution who are defined by federal law as Campus Security Authorities because they have significant responsibility for student and campus activities, including, but not limited to, Housing Staff, Community Directors, and Student Affairs staff.  Statistics for “Residential Facilities” are also counted in the “On-Campus” crime category. The law requires institutions to break out the number of “On-Campus” crimes that occur in residential facilities.  Crime statistics for the categories of theft and vandalism are not required by law, but are still provided in the interest of informing the community about the most frequent crimes that occur at Evergreen.  Only those incidents reported to Evergreen PD are captured in these statistics.  Evergreen PD does not request these statistics from TCSO or other Campus Authorities.  Statistics under the heading of “Referred for Disciplinary Action” include those individuals referred to the Student Affairs Grievance Officer for disciplinary action.  The numbers include incidents that are reported via Evergreen PD incident reports and reports provided directly to Student Affairs Grievance Officer from other members of the Evergreen community.  Referrals include the number of people referred for disciplinary action by the Student Affairs Grievance Officer and found responsible for violating those specific laws.

Education of Members of the College Community

Campus security and fire safety procedures are discussed during new student orientation. The Evergreen State College Police Department (Evergreen PD), the Office of Environmental Health and Safety (EHS), the Office of Emergency Management and the Vice President of Students Affairs, including Residential and Dining Services’ officials participate in forums and programs in residence halls to address students and to explain College security, public safety, and fire safety measures and procedures at Evergreen. 

Members of Evergreen PD conduct crime prevention and general security and safety awareness presentations when requested by various community groups, including students and employees of the College.  During these presentations, the following information is typically provided: crime prevention tips; statistics on crime at Evergreen; fire safety information; information regarding campus police procedures and practices, including encouraging participants to be responsible for their own security/safety and for the security/safety for others on campus. In addition, Evergreen PD organizes and sets up crime prevention and education display tables which are staffed by an officer(s) at various locations throughout the year. This activity provides an opportunity for Evergreen PD staff to hand out safety-related information, as well as to answer individual questions. New employee orientation includes the distribution of crime prevention and fire safety materials to all new employees.

Residential and Dining Services (RAD) conducts programs including information regarding alcohol education, fire safety, personal safety, and crime prevention for the Evergreen  community.  ERT and EHS participated in and/or conducted 40 educational programs for students and employees. The programs conducted by all of these offices included general crime Prevention and security awareness programs, such as safety education forums, programs and discussions about topics such as alcohol abuse, domestic violence, self defense, fire safety, emergency response and evacuation procedures, sexual assault prevention, and theft prevention.  Evergreen PD provides an escort service utilizing our Student CrimeWatch program which is available seven days a week to students, staff, faculty, and visitors who request it by calling (360) 867-6832).  Escorts are provided within a one-block radius of the campus boundary.

The Sexual Assault Prevention program teaches basic self-defense skills and techniques capitalizing on women’s lower center of gravity and greater lower body strength.  The program assists women in gaining confidence in their own abilities, as well as making them more aware of their surroundings.  Evergreen PD promotes the Operation Identification program, engraving serial numbers or owner’s recognized numbers (e.g. driver’s license number) on items of value, and makes engravers available upon request free of charge by Evergreen PD.

Evergreen PD utilizes a campus-wide state-of-the-art computerized monitoring system to monitor a comprehensive network of intrusion, panic, and fire alarm systems.

Victim Assistance Services

If an Evergreen community member becomes the victim of a crime, the Evergreen PD and the Office of Sexual Assault Prevention. offers direct services, assistance and referrals.  Police Services and  the Office of Sexual Assault Prevention provides assistance to victims/survivors of a crime by assisting them in obtaining the services they need to work through and better understand their options.  The Evergreen PD works closely with other College offices and Thurston County agencies to assist the victim in receiving effective, comprehensive services and compassionate responses.   In addition, Evergreen PD officers offer information and guidance to victims when they file a case report and there is a significant amount of victim services information available on the Evergreen PD website.
