An important contemporary administrative function for public agencies is the delivery of goods and services to communities. This course will review how public agencies deliver goods and services, primarily focusing on contracting and procurement management. The course will discuss the tools managers need to form, operate, terminate, or transform contractual arrangements. Students will examine contracting and procurement environments of their own interests and understand the dynamics, technical, and political aspects of contracting and procurement with different types of vendors in public service delivery networks.
