Parking Fee Increase Approved for 2007-08
Washington State Legislature mandates that state college parking programs operate on a self-sustaining basis. In recent years, Evergreen State College Parking Services has experienced a growing deficit resulting from inflation, increased salaries and benefits, and repayment of a parking lot expansion loan. At the same time parking lot usage has declined, perhaps due to the success of the campus Commute Trip Reduction program. There has not been a parking rate increase since 2000.
In March, 2007, Vice President of Student Affairs Art Costantino convened a committee to review and provide recommendations to address the campus parking operation's financial situation. The committee looked at the parking financial reports going back to 1999 and projected forward, both with and without fee increases, and they compared Evergreen's parking rates with other colleges and universities in Washington. Generally speaking, The Evergreen State College's parking rates are considerably lower than those at other state institutions.
Based on the committee's recommendation to raise parking fees, Art Costantino held a public hearing to obtain testimony on May 16, 2007. Input was also accepted via email. Of the individuals who responded, five supported the rate increase and four were opposed. Art Costantino forwarded the fee-increase proposal with one revision to Evergreen State College President Thomas L. Purce, who approved the rate increase starting in Fall Quarter '07.
The increase affects daily, metered, quarterly, academic year, and annual year parking rates for everyone choosing to park their personal vehicles on campus. The new daily rate of $2 is effective September 24 th , 2007, which is the first day of Fall Quarter. '07-'08 decals will be sold at the new rate and will be on sale starting September 10 th . Summer quarter decals are valid through September 28 th , 2007. Payroll deduction will increase from $4 per pay period to $5 per pay period starting with the October 10 th paycheck. One-hour passes are being replaced with a two-hour pass costing $1, starting September 24 th , 2007.
Students, faculty, staff, and visitors are encouraged to choose alternatives to driving alone to campus. Doing so may reduce your commuting costs, as well as reducing The Evergreen State College's carbon footprint. Students may use their validated student identification cards as bus passes to ride Intercity Transit buses. Permanent and temporary staff and faculty may sign up for the STAR pass in Parking Services, which is provided as a state-employment benefit. Your Evergreen identification card with STAR-pass sticker serves as a free Intercity Transit bus pass.
