Request for Qualifications FOR A/E CONSULTANT SERVICES

Description:   Perform professional Architectural\Engineering consulting services for the design of a new campus Student Wellness Services (SWS) Center building.  The selected site includes construction on an existing concrete bridge structure between the College Activities Building (CAB) and the Costantino Recreation Center (CRC).  The adjacent CRC houses existing mechanical, plumbing, and electrical infrastructure. The proposed structure is planned to enclose approximately 8,400 Sq. Ft. of new space.  A feasibility Report for this new project can be found at the following web address: https://www.evergreen.edu/facilities/whats-new.  The selected consultant will work collaboratively with the project design committee, staff, and Facilities Services.  Current funding supports Basic Services of Schematic Design through Bid Documents as well as program review and confirmation.  The College intends to seek construction funding from the State Legislature for the 2019-21 biennium. Consultant fees and services shall be negotiated based upon the current Architect/Engineer fee schedule issued by the Office of Financial Management and the standard Division of Engineering and Architectural Services Agreement.  This project shall meet the requirements of LEED Silver certification. The Maximum Allowable Construction Cost (MACC) for this project is approximately $3.4 million, excluding sales tax.

 

Qualification Requirements:  Consultants will be considered for selection based upon the following criteria: (1) Relevant experience and qualifications of personnel proposed for the project; (2) Qualifications of the proposed consultant team including demonstrated project experience with the primary architectural firm submitting; (3) Proven successful experience working with college or university project teams, which includes student and staff participation in the design of SWS Centers; (4) Experience with high-performance sustainable design; (5) Previous performance of the firm; (6) Quality control procedures during all project phases.  The Evergreen State College has established voluntary MWBE Goals of 10% MBE and 8% WBE.

 

Submittal Requirements:  Interested firms shall submit six (6) sets, including a cover letter, addressed to Jeanne Rynne, Associate Vice President of Facilities, The Evergreen State College, Office of Facilities Services, 2700 Evergreen Parkway NW, Lab II Building, Suite 1254, Olympia, Washington, 98505.  Submittals shall include a cover letter, no more than twelve (12) single-sided pages responding to the criteria categories.  Additional requirements not included in the maximum page count are up to three (3) letters of recommendation and Federal 330 forms.  Submittals will be accepted until 5:00 p.m., February 21, 2018.  Faxed copies will not be accepted.

 

Following the evaluation of the Statement of Qualifications, the selection committee will interview firms most highly qualified for the services required.  Interviews will be scheduled the week of March 5, 2018. PRE-BID WALK-THROUGH:           Friday, February 9th, 2018, 1:00 PM in the Longhouse. This is non-mandatory.


SCOPE OF WORK:                          New 2,060 square foot building to be built adjacent to the existing Carving Studio on the Indigenous Arts portion of the campus. The work includes site utility installation, building excavation for slab on grade foundation, wood frame and heavy timber construction. Landscaping improvements are included in the scope of work.

There is an alternate bid for an exterior wood canopy as well as Landscaping work.


SCHEDULE FOR WORK: The Owner anticipates obtaining all permits by May 7, 2018. A Notice to Proceed being issued no later than May 9, 2018. Substantial Completion is due November 9, 2018.

ability to: download, view, print, order full/partial plan sets from numerous reprographic
sources, and a free online digitizer/take-off tool. It is recommended that Bidders “Register” in
order to receive automatic e-mail notification of future addenda and to place themselves on
the “Self-Registered Bidders List". Bidders that do not register will not be automatically
notified of addenda and will need to periodically check the on-line plan room for addenda

The State of Washington prevailing wage rates are applicable for this public works project
located in Thurston County. Bidders are responsible to verify and use the most recent
prevailing wage rates. The “Effective Date” for this project is the Bid Proposal due date above.
The applicable prevailing wage rates may be found on the Department of Labor and Industries
website located at http://www.lni.wa.gov/TradesLicensing/PrevWage/WageRates/ A copy of
the most current Prevailing Wage Rates can be viewed in the Owner’s offices or the Owner will
email a copy of any applicable wage rates upon written request.


Construction contracts over $1 million have a mandatory 15% apprentice labor hours of the
total labor hours are a requirement of the construction contract.


Voluntary workforce diversity goals for apprentice participation are identified in the
Instructions to Bidders and Supplemental Conditions. Bidders may contact the Department of
Labor & Industries, Apprenticeship Section, to obtain information on available apprenticeship
programs.

In accordance with RCW 39.30.060, the Bidder is required to provide the names of the
Subcontractors with whom the Bidder will directly subcontract for the performance of heating,
ventilation and air conditioning (HVAC), plumbing and electrical for this project.
Bidder Responsibility will be evaluated for this project. In determining bidder responsibility,
the Owner shall consider an overall accounting of the criteria set forth in “SECTION 00 45 13
SUPPLEMENTAL RESPONSIBILITY CRITERIA”.


Voluntary numerical MWBE goals of 10% MBE and 8% WBE have been established for this
project. Achievement of the goals is encouraged. However no minimum level of MWBE
participation shall be required as a condition of contract award. Bids will not be rejected or
considered nonresponsive if they do not include MWBE participation.
