This course explores how the state’s system of local governance influences environmental policy and land use planning. We will investigate the dynamic relationships between cities and counties and the roles they each play in environmental and land use planning. We will examine the history and implementation of the Shoreline Management Act, the State Environmental Protection Act, and the Growth Management Act. This course will be of value to students who wish to understand how Washington State’s unique local governance system operates and how environmental and land use policy is implemented.
