SPECIAL NOTE
There is currently one full-time overtime-exempt Director of Business Services position available on the Olympia Campus of The Evergreen State College. This position is an “at-will” appointment, exempt from Washington State Civil Service rules and the Fair Labor Standards Act overtime requirements.

COMPENSATION

  • Salary is $7,582 to $7,858 per month of full time work.
  • Experience and training may be considered in salary placement.

POSITION PURPOSE
The Director of Business Services provides administrative and fiscal leadership of the financial reporting and general business services of the college.  The Director is responsible for management, through direct supervision, of all the fiscal operations of the institution including accounting, cashiering, payroll, grants and contracts, purchasing, student accounts, auxiliary enterprise accounting, greener store, conference services, mail and copy center, as well as property inventory control operations, risk management, and Foundation accounting. The Director is also responsible for reporting suspected misappropriation of public resources to the State Auditor’s Office and the Office of Financial Management.  This position serves as the senior administrator for all departments assigned and participates in all major policy, fiscal management, and strategic planning.

NATURE AND SCOPE

  • This position reports to the Vice President of Finance and Administration and is part of the division's management team which includes the Executive Associate to the Vice President for Finance and Administration, Associate Vice President of Human Resources, Director of Facilities, Director of Computing and Communications, and Administrative Assistant to the Vice President.
  • The annual operating budget of The Evergreen State College is $48 million, the auxiliary budget is $10.5 million, and the variable biennial capital budget is approximately $51 million.


MINIMUM QUALIFICATIONS

  • Bachelor's degree.
  • Five years professional experience with fund accounting, including technical knowledge of theory, principles, budget development and control, and experience with computer-based systems development and operations.
  • Three years supervisory experience, preferably supervising professional staff / managers, in a "team management" setting, and proven ability to work effectively and collaboratively with individuals and groups at all levels, including faculty, staff, management, governing bodies, and students.
  • Three years experience managing multiple supported and self-supported functions such as:
    • Accounting (general accounting, payroll, accounts payable, grants / contracts, plant / capital projects accounting, cash management, and investments).
    • Student financial services (students and non-student receivables, cashiering, and student loan programs).
    • Enterprise accounting (management accounting for auxiliary services, foundation, and other self-support activities).


DESIRED QUALIFICATIONS

  • Advanced degrees and/or CPA certification.
  • Financial and administrative management experience in either a higher education or government setting.


ESSENTIAL FUNCTIONS

  • Provide leadership in best business practices and recommend, implement, and administer fiscal policy and procedures.
  • Provide guidance on re-engineering associated with the Ellucian Banner software system.
  • Oversee design and management of the college's financial management systems.
  • Initiate and develop financial information and control systems, and necessary management reporting.
  • Manage all the fiscal operations of the institution including accounting, cashiering, payroll, grants and contracts, purchasing, student accounts, auxiliary enterprise accounting, college bookstore, conference services, mail and copy center, as well as property inventory control operations, risk management, and Foundation accounting.
  • Analyze and monitor college budgets, cash management, investments, and bond activities; provide budgetary and financial accountability processes for all auxiliary departments assigned.
  • Coordinate with the Executive Director of Operational Planning and Budget the overall college budget reporting and reconciliation.
  • Direct and supervise the Accounting Manager, Payroll and Benefits Supervisor, Purchasing Manager, Student Financial Services Manager, Greener Store Manager, Conference Services Manager, Mail Processing Manager, and Administrative Assistant.
  • Maintain fiscal integrity of assigned units, ensuring that all provisions for self-support are met, while at the same time, offering exemplary facilities and services to students and other customers, both internal, and external.
  • Serve as nexus of information and guidance to division, disseminating relevant information to staff, designing and implementing marketing and public relations strategies to improve the image and success of each operation, ensuring timely and successful completion of work assignments.
  • Work to ensure that budget and accounting procedures and processes are in compliance with all state, federal, and institutional requirements.
  • Serve as Risk Manager for the college.
  • Oversee annual preparation for the state audit and interact with the state auditor’s office.
  • Work closely with the Internal Auditor to insure the integrity of the college.
  • Other duties as required.


KNOWLEDGE, SKILLS AND ABILITIES

  • Technical knowledge of accounting theory and principles, budget development, investment and control, including computer-based systems development and operations.
  • Ability to manage, supervise, and create a highly effective team.
  • Demonstrated skill and ability in fund accounting.
  • Demonstrated ability to direct the financial management of a multimillion dollar multi-faceted organization.
  • Knowledge of risk management.
  • Skill and ability to oversee college budget reporting and reconciliation.
  • Knowledge of state, federal, and college budget, audit, and accounting rules, regulations, policies, and requirements.
  • Ability to work effectively and collaboratively with individuals and groups at all levels, including students, staff, faculty, management, governing entities, and the public.
  • Excellent public presentation and communication skills, both interpersonal and written.
  • Strong demonstrated commitment to and appreciation for diversity and multicultural values, and the ability to effectively work with people of racial, cultural, and socio-economic backgrounds.
